THE OAKLAND
TURNAROUND PLAN

Five priorities. One goal: Make Oakland work for the people who call it home.

OAKLAND IS AT A CROSSROADS

Financial emergency, unsafe streets, too little housing, and a lack of accountability have held us back for too long. This plan is about restoring safety, creating jobs, building housing, cleaning our streets, and making CIty Hall accountable β€” so every neighborhood can thrive.

A CAREER OF IMPACT

Cross-cultural business incubators. Women’s leadership. 150,000 service hours. 47 years building stronger communities.

A police car's flashing red and blue emergency lights illuminated in darkness.

SAFE OAKLAND

Every Oaklander deserves to feel safe walking their streets, riding transit, opening a business, and raising a family.

01

  • Full police staffing to meet Oakland's voter-mandated Measure NN minimum of 700 officers, ending the city's staffing shortfall so officers aren't stretched thin working excessive overtime

  • Sustainable, multi-year funding for proven violence prevention programs like Ceasefire, so results don't disappear when short-term grants run out

  • Faster, more reliable 911 response, meeting the state's 90% standard, up from Oakland's current 79%

Fewer shootings β€’ Faster response times β€’ Sustainably funded prevention β€’ Greater community trust

WHAT SUCCESS LOOKS LIKE:

Nighttime view of a restaurant or food stand with an illuminated 'OPEN' neon sign. Through the large glass window, staff can be seen preparing food, with some hanging meats visible. The scene suggests a casual dining or street food establishment.

WORKING OAKLAND

02

A strong local economy creates opportunity. We will invest in our businesses, workers, and entrepreneurs.

  • Expand access to capital for small, minority, and women-owned businesses, drawing on decades leading community reinvestment strategy at one of the nation's largest banks

  • Launch the Oakland Opportunity Fund, bringing banks, foundations, and investors directly into neighborhood commercial corridors

  • Build real workforce pipelines connecting job training to permanent employer partnerships, not just seasonal placements

More local jobs β€’ Stronger, fully occupied storefronts β€’ More capital reaching Oakland owned businesses

WHAT SUCCESS LOOKS LIKE:

THE OAKLAND OPPORTUNITY FUND

A once-in-a-generation initiative to bring banks, foundations, investors, businesses and community organizations together to invest directly in Oakland’s neighborhood and economy.

Modern multi-story apartment buildings with balconies, large windows, and various facade materials including white, brick red, and accents of black and wood, under a light sky.

HOUSING OAKLAND

03

We will build more housing, reduce costs, and make it easier to get good projects built.

  • Expand down payment assistance and homeownership programs, using decades of residential lending experience to help longtime Oaklanders actually own homes

  • Protect existing affordable housing and tenants from displacement as neighborhoods redevelop

  • Partner with nonprofits and developers to keep building on the city's recent affordable housing progress, faster

More homes built β€’ More affordable options
Faster approvals β€’ Stable, thriving neighborhoods

WHAT SUCCESS LOOKS LIKE:

A street sweeper truck parked at night, with orange warning lights flashing, black sky in the background, and a fire extinguisher near the front wheel.

CLEAN OAKLAND

04

A clean city shows respect for our residents, our businesses and our communities.

  • End illegal dumping and speed up cleanup response in every neighborhood, not just downtown

  • Maintain parks, sidewalks, and public spaces to the same standard citywide

  • Revitalize commercial corridors, since clean, safe streets are good for the small businesses this campaign is fighting for

Cleaner streets β€’ Well-maintained parks
Stronger corridors β€’ Pride in our city

WHAT SUCCESS LOOKS LIKE:

A tall, historic white clock tower building with a flag and American flag in front, set against a clear blue sky with surrounding modern buildings and a small park area at its base.
